Commissioner Johns Earns Presidential Advocate Award – The Florida Association of Counties recognized Commissioner James K. Johns with the Presidential Advocate Award for his work during the 2019 Legislative Session. The recognition is awarded to individuals who demonstrated exceptional leadership in advocating with FAC during a legislative session to advance a legislative agenda on behalf of Florid Counties. For more than 85 years, the Florida Association of Counties has represented the diverse interests of Florida’s counties, emphasizing the importance of protecting home rule, the concept that government closest to the people governs best. The Florida Association of Counties helps counties effectively serve and represent Floridians by strengthening and preserving county home rule through advocacy, education and collaboration.

Commissioner James Johns Completes Advanced County Commissioner Level II Course –The Florida Association of Counties recently recognized St. Johns County Commissioner James K. Johns as Level II Advanced County Commissioner following his completion of a comprehensive study program designed to focus on leadership with an emphasis on the future of Florida, the importance of protecting home rule, and the concept that government closest to the people governs best. The Association also helps counties effectively serve and represent Floridians by strengthening and preserving county home rule through advocacy, education, and collaboration.


About Jimmy Johns

James K. "Jimmy" Johns grew up in Northeast Florida where he attended local schools and earned degrees in Applied Physics from Jacksonville University and Civil Engineering from the University of Florida.

Upon graduation, he worked for International Paper Company in Louisiana as a project manager where he was ultimately responsible for compliance with the Federally-mandated Clean Air and Clean Water Acts. In 2004, he founded Solid Rock Engineering Consultants, Inc., which has grown to serve clients across the Southeastern United States, providing land planning, design, and permitting services for private and public developments. It is this combined experience that has been invaluable to his leadership on the St. Johns County Board of Commissioners.

"As a project manager for International Paper Company, I managed massive projects where long-term planning was critical, and as a small business owner, I understand how to balance multiple demands simultaneously and identify and adapt to changing priorities," said Jimmy. "I have worked to effectively implement these processes and apply these strategies in our county to ensure it efficiently and effectively serves the community."

Entrepreneurship has also given him a unique perspective of the Commission from the public's side of the table. "I have worked with the St. Johns County staff and presented projects before the Commissioners to receive approval for various developments since 2000. I feel like I can use these insights on behalf of the public while advocating for the direction of the Commission to the public."

Jimmy is very appreciative for the benefits of well-managed cities and communities, and is committed to supporting the excellent lifestyle we enjoy in St. Johns County. "I love the diversity and high quality of life in St. Johns County. Each aspect of the County is like a jewel on a necklace. We have very different and wonderful lifestyles and amenities such as Julington Creek Plantation, St. Augustine, World Golf Village, Hastings, Ponte Vedra, Nocatee and many places in between. We have parks, rivers and creeks, golf, biking trails, internationally significant historical sites, cutting-edge technology companies, A-rated schools, and so much more."

Jimmy is also a believer in the power of servant leadership. After receiving so many benefits through life experiences, he wants to continue to contribute and give back to the community in which he lives. "I feel that a strong leader empowers people to implement their abilities passionately and with focus, builds consensus from diverse equally viable ideas, and recognizes people's accomplishments frequently. The County Commissioner's role is to steward the growth of the County. As a civil engineer, I can add strategic perspective and understanding for the need of long-term goals and the value of short-term strategic plans with measurable, objective accountability."

Jimmy and Kathy Johns raised their family in Julington Creek Plantation and plan to retire in the area.
