Comprehensive Emergency
Management Plan (CEMP)
The Comprehensive Emergency Management Plan (CEMP) is an operation-orientated document authorized by Chapter 252, Florida Statues. The CEMP establishes the framework to ensure that St. Johns County and its Municipalities will be adequately prepared to deal with all hazards threatening the lives and property of St. Johns County citizens. The CEMP outlines the roles, responsibilities and coordination mechanisms of local county and municipal governments, state and federal agencies and volunteer organizations in a disaster. The CEMP also coordinates response and recovery activities with voluntary organizations active in disasters and the business community. The plan unifies the efforts of these groups under the National Incident Management System and Emergency Support Function (ESF) format with a designated lead agency for a comprehensive approach to mitigation, planning, response and recovery from identified hazards.
